日本語と違い、英語の文章では主語をいれることがほとんどです。ただYouだけいれないことがたまにあります。実は時々Youをいれることでダイレクトすぎるケースがあります。

こちらはYou should haveは感覚で言うと、「ミィーティングが始まる前、あんたがメールを読むべきだったんだよ！」と少し怒っているような感じです。

Would it be okay if you print the documents before joining the meeting?

ミィーティングが始まる前、書類の印刷を頼んでもいいですか？

It is highly recommended that the documents be printed out before the meeting.

自分の意見ではなく、ちょっと遠回しに、「書類の印刷はミーティングが始まる前に印刷するのがベストとされている」
